The gap between a platform's rule and a competitor's qualitative disclosure is itself informative: it shows the mechanism, permission gating of the identifier, plainly, while leaving the scale of the commercial effect to be inferred from later, similarly qualitative statements repeated across subsequent quarters.
Timeframe and confidence
This is an editorial reading: the rule's existence and date are as solid as a platform's own release notes can make them. The claim that it reduced measurement quality for third-party advertisers is well corroborated by repetition across quarters and companies, but the specific magnitude was never disclosed by Apple and was disclosed by advertisers only in qualitative, forward-looking language rather than a stated percentage tied to this cause alone.
What would change the reading
A quarter in which an affected company's outlook language dropped the iOS reference while other conditions stayed constant would suggest the ecosystem had adapted, through new attribution tools or otherwise. A rebound in that company's advertising revenue growth rate coinciding with new measurement products would support that reading.
