The Commission's press release states the designation rests on Shein reporting "an average of more than 45 million monthly users in the European Union," above the Digital Services Act's threshold for the category. Shein's own newsroom statement, issued the same day, confirms the designation and notes the company's EU marketplace, which sells third-party sellers' goods alongside Shein's own, had launched in August 2023.
The evidence
Scale in fast fashion is normally something a company chooses when and how to disclose. Here it appears first as a regulatory trigger: Digital Services Act thresholds require platforms above a set EU user count to be designated, and designation carries binding consequences the press release lists in detail, among them risk-assessment reports due within four months and annually thereafter, external audits, an advertising repository, and data access for vetted researchers. Shein's statement adds little independent verification of the user figure itself; its Global Head of Public Affairs is quoted committing to "playing our part" in complying, a statement of intent rather than additional disclosure. The Commission's release also places the designation in sequence: the first 19 VLOPs and VLOSEs were designated on 25 April 2023, three more on 20 December 2023, and Shein roughly a year after the first batch, bringing the designated total to 23.
Timeframe and confidence
Both documents are dated 26 April 2024 and describe the same designation event, one from the regulator and one from the regulated company; neither document offers an independent audit of the user figure. This is editorial reading: regulatory disclosure thresholds are a useful signal precisely because they compel a number a fast-growing platform might otherwise not publish, but the number itself is company-supplied and self-reported to the Commission, not independently measured.
What would change the reading
Shein's first mandated risk-assessment report and transparency disclosures, due under the timeline the Commission's release sets out, would show whether the company's own compliance data is consistent with the user figure that triggered designation, or whether later disclosures move the estimate.

- Does a regulatory threshold reveal a platform's true scale earlier than its own investor or marketing disclosures would?
A designation under a specific legal threshold is a narrower fact than a scale claim in a press release: it establishes that one number crossed one line on one date, not the platform's full size or growth trajectory.
