The signal
Signal Atlas's 20 Climate sector treats one December afternoon in Paris as a central dateline. The Paris Agreement, adopted as Decision 1/CP.21 by the 21st Conference of the Parties to the UN Framework Convention on Climate Change, was agreed on 12 December 2015. Its Article 2 commits parties to "holding the increase in the global average temperature to well below 2°C above pre-industrial levels and pursuing efforts to limit the temperature increase to 1.5°C." The treaty does not set national targets itself; Article 3 states that nationally determined contributions (NDCs) are the vehicle through which parties communicate their own efforts toward that shared goal, and Article 4.3 requires that each party's successive NDC "represent a progression" beyond its last one.
The evidence
The text builds in its own review mechanism rather than leaving compliance to trust: Article 4.9 requires a new NDC every five years, and Article 14 establishes a "global stocktake" of collective progress, due first in 2023 and every five years after. The same adopting decision records how far the initial pledges fell short: paragraph 17 of Decision 1/CP.21 states the intended NDCs led to a "projected level of 55 gigatonnes" of emissions in 2030, against the roughly 40 gigatonnes a least-cost 2°C pathway would need, a gap documented the day the agreement was adopted, not in later criticism of it. The UN Treaty Collection's depositary record confirms what followed: signature opened 22 April 2016, and the treaty entered into force 4 November 2016, once 55 parties covering at least 55% of global emissions had ratified, the Article 21 threshold.
Timeframe and confidence
This is an editorial reading: the treaty text, its adoption date and its entry-into-force conditions are official UN records, so confidence in the mechanism itself is high. Confidence in whether the pledge-and-review cycle will close the 2015 gap is a separate question the treaty's design does not answer on its own; the agreement obliges progressively more ambitious NDCs, but Article 3 does not make any specific emissions level itself legally binding.
What would change the reading
The UNFCCC's own website, retrieved 16 September 2026, states NDCs due in 2025 ("NDCs 3.0") must be "informed by the outcome of the first global stocktake" and "progressive and more ambitious," confirming the 2015 cycle still operated a decade later. Whether those pledges actually narrow the 2015 gap, rather than just meeting the submission requirement, is what a stocktake outcome document would need to show.
- Is a climate pledge itself legally binding under the treaty, or only the procedure for submitting and reviewing it?
- Does a cited emissions figure describe a pledge, a stocktake finding, or a measured outcome?
- How many NDC cycles have completed since 2015, and did each show a smaller gap to the temperature goal than the last?
The 12 December 2015 date matters less as an emissions turning point than as the start of a specific, textually defined cycle of pledges and reviews, a mechanism that can be checked against its own five-year schedule rather than judged against a temperature outcome no single year's data could settle.
